WHAT IS STORMWATER

 

When rain water runs off it carries everyday pollutants directly to creeks and streams, such as vehicle fluids, excess lawn chemicals and fertilizers, detergents, construction site runoff and pet waste. Stormwater runoff quantity and quality are important to our environment and our own drinking water. There are many ways to help prevent pollutants from running off into our streams and rivers. It’s a problem we can help prevent.


The City of Eton Stormwater Manager is responsible for compliance with the GA Environmental Protection Division’s Municipal Separate Stormwater Permit compliance.

 

STORMWATER COMPLAINT RESPONSE PLAN

 

Purpose

 

The intent of this Complaint Response Plan is to ensure a timely and effective response to environmental related complaints and to inform the public of the complaint process. This procedure specifically applies to the City of Eton Stormwater Management Department and complaints received in the City of Eton. The procedure outlines how a complaint regarding stormwater drainage and an illicit discharge can be filed by the public and how the City of Eton will respond to the complaint.

 

Complaint Response

 

The City of Eton provides a phone number for Stormwater complaints and concerns and is equipped with a voice message system. All complaints are recorded into a Complaint Database. The following information is recorded into the database:

Once a complaint is recorded, the City of Eton strives to assign and investigate the complaint within two (2) business days from the date of receipt. All investigative findings and enforcement actions are to be recorded, and, unless anonymous, the complainant will be notified of the results. If appropriate, the complainant will be directed to notify the Georgia Environmental Protection Division.

In accordance with the Open Records Act, all qualifying correspondence may be made available upon the completion of the City of Eton Open Records Request Form and the submittal of the appropriate fees.

 

YOU CAN HELP!

 

The average citizen can help reduce Stormwater pollution in many different ways. Some of the ways are simple while others are complex. Much of the prevention is retraining ourselves to think about the effects of what we are doing and how it relates to Stormwater. Below is a list of practices that the average citizen can do to reduce stormwater pollution

1. Remove household waste by recycling or disposing of waste properly. Garbage bags left outside can lead to storm-water pollution. Place bags in a lidded container outdoors. This helps keep waste contained and prevents wind and critters from scattering trash on the ground where trash becomes stormwater pollution.

      2.  Remember that most stormwater runoff is not treated or filtered before it flows into creeks or streams.

      3.  Increase native plantings in and around homes and provide more pervious areas for rain water to soak in before running off.

      4.  Wash cars/trucks at a commercial car wash or wash your car/truck on a grass or gravel area.

      5.  Place yard waste in a compost pile instead of dumping them into the nearest drainage ditch.

      6.  Clean up oil or chemical spills on driveways with an absorbent material instead of washing the oils and       chemicals off the driveways.

      7.  Sweep up driveway debris and dispose of in the household garbage instead of washing directly into the storm drain or ditch.

      8.  Remember the activities on impervious or hard surfaces most directly affects what pollutants the rain washes off.

      9.  Have a soil test run on your lawn before adding fertilizer and lime to your lawn. Follow product directions closely to maintain a healthy lawn.

     10.  Do not apply pesticides or herbicides when rain is forecasted.

STORMWATER MANAGEMENT PLANS (SWMPs)

 

When is a stormwater management plan (SWMP) required:

A SWMP is required for any of the following activities:

1. New development that involves the creation of five thousand (5,000) square feet or more of impervious cover, or that involves other land development activities of one (1) acre or more.

2. Redevelopment including the creation, addition, or replacement of five thousand (5,000) square feet or more of impervious cover, or involving other land development activity of one (1) acre or more.

3. Any new development or redevelopment, regardless of size, determined as a “hotspot” land use by the City of Eton.

4. Land development activities which are smaller than the minimum applicability criteria set forth in items 1 and 2 above if such activities are part of a larger common plan of development, even though multiple, separate, and distinct land development activities may take place at different times and on different schedules.

5. Activities which lie within a special drainage district as determined by the City of Eton.

 

What is a SWMP?

A SWMP normally contains the following items:

1. A completed SWMP application form and supporting documentation. (download application on page

2. Scaled plans showing the existing and proposed conditions at the property.

3. Hydrologic and hydraulic calculations for the existing and proposed conditions at the property.

4. Detailed plans and supporting calculations for the structural best management practices being proposed at the property to meet requirements for stormwater quantity and quality management.

5. An as-build survey to be performed once a SWMP has been approved and the storm water facilities constructed on site.

 

Is my project exempt?

Some projects are exempt from submitting a SWMP, including agricultural and forestry land management projects, most single family dwellings and others.  Any questions you have can be answered by the Eton Stormwater Manager.

 

Who can prepare a SWMP?

SWMPs must be prepared under the supervision of and certified by a Professional Engineer.

To whom should a SWMP be submitted?

The Eton Stormwater Manager reviews submitted SWMPs. An electronic copy of your SWMP should be submitted by email to this address:

The SWMP may be in the form of an DWF file or a PDF file. Upon review, the SWMP may require revision before approval to proceed is granted.

 

Is there a fee to submit a SWMP and where is the fee paid?

Eton charges a fee to review all submitted SWMPs. The fee will vary based on the project size and scope, similar to building permit fees. The average estimated fee per SWMP is about $500. This fee will be paid directly to the City of Eton.
